Kazakhstan Adoption Program

Children Available

Age:  14 months – 16 years old. The average age of the youngest baby available upon referral is now 14 months old.

Gender: Both boys and girls are available although more boys are available than girls. The children in Kazakhstan are diverse, but the majorities are Kazakh (Asian), Caucasian, Turkic, or a beautiful blend of any of the above.

Health:  Most children are healthy with fewer developmental delays than many countries with orphanages, but some delays should be expected and some children may have special needs.
Adoptive Parents Requirements
Marriage:  Single heterosexual women and married couples may adopt. Couples should be married at least one year. Previously divorced individuals may also adopt.  Individual considerations can be discussed with your agency representative. Both parents must be US citizens.
Age:  Married couples and singles should be at least 25 years old.
Children:  No limitation regarding children already in the home.
Travel: Travel is one trip of 6 to 8 weeks or two trips of 23 to 25 days and approximately 15 days.  Both parents must be present for the first trip; only one parent needs travel for the second.  While no formal ruling regarding the use of escorts has been issued, as of May 2007 escorts are being denied and at least one parent must expect to travel to pick up the child which would be approximately a 3 to 5 day trip.  
Time Frame:  The majority of our parents are able to complete their adoption in 9-11 months from start of the homestudy.  However, the timeframe for any adoption depends on several factors, including how quickly you are able to complete your paperwork, the region your child is in, and how fast you receive USCIS approval.  

Referrals:  The government of Kazakhstan does not have a legal referral system, but rather they prefer to match a child to the parents when you arrive in country, select the child in person and apply to court to adopt the particular child. This will occur once you submit your dossier to officials in Kazakhstan and receive approval to travel.

USCIS I-600A Filing Fee Increase Information:

Effective July 30, 2007, the filing fee for the I600A application will increase to $750 (including biometrics for one person) plus $80 biometric fee for each person 18 years of age or older living with you. Applications postmarked on or after July 30 must be accompanied by the new fee.

Begin homestudy and dossier
File I-600A with USCIS
Complete homestudy, receive I171H from USCIS and complete dossier
Dossier sent for translation and to Embassy of Kazakhstan for 1st step of approval
Approved dossier sent to Ministry of Foreign Affairs and Ministry of Education in Kazakhstan
Adoptive parent file sent to region in Kazakhstan where child awaits
Letter of invitation sent
Family travels to select child and begin 14 day bonding time
Court occurs within one week of completion of bonding and preliminary approval granted
Post adoption wait begins of 2 weeks Adoption approved
Adoption documents finalized and submitted to US Embassy in Almaty for immigrant visa
Family and child return home!

Homestudy Service - You will be required to complete a homestudy with a licensed agency in your state. IAN will assist you in locating a licensed agency.
Post-placement services $1,400
IAN requires 3 post placement visits/reports for all adoptive families using our program within the first year, then annual reports for the first three years to satisfy Kazakhstan officials.  IAN conducts the post placement services for Colorado families only.    
Post placement reports
For out of state families they are to be conducted by a licensed social worker/agency in your state.  Additional post placement reports conducted by a licensed agency are required by Kazakhstan at 12, 24 & 36 months.  All families are required to provide annual updates on their own to Kazakhstan officials until the child is 18 years old

Costs not included in the Program Fee: The adoptive family will be responsible for all fees and expenses associated with the adoption. The above fee schedule represents all of the professional fees to be paid to IAN plus many others you can expect to pay to third parties throughout the process.  It is not an inclusive list and other miscellaneous costs may include, but are not limited to, all travel expenses, dossier preparation, homestudy and post placement reports in your home state. Fees for obtaining birth, marriage, divorce, and other certificates; physical exams for parent(s) and child(ren); notarization, apostille and legalization fees; long distance phone calls; express mail and other courier fees; Visa and Passport fees; USCIS Service fees; Colorado Department of Human Service fees for Colorado families; air fare; accommodations and meals and expenses in another country; validation/ re-adoption court fees in the U.S., fees for birth certification and naturalization fees and other expenses. Fees are subject to change without notice.
