Russia Adoption Program

Russia has reopened to US adoptions as of July 2007. Delays are expected while backlog is processed. During this time, you may want to consider  Uzbekistan or Kazakhstan for your adoption choices.  If your dossier is currently in Russia and you are considering a country switch, Uzbekistan does accept dossiers that have been translated to Russian.

Children Available

Age:  9 months - 16 years old 

Gender: Both boys and girls are available.

Health:  Most children are healthy, but some have special needs. Delays due to institutionalization are to be expected.
Adoptive Parents Requirements
Marriage:  Single heterosexual women and married couples may adopt. Couples should be married at least one year. Previously divorced individuals may also adopt.  Individual considerations can be discussed with your agency representative. Both parents must be US citizens.
Age:  Married couples and singles should be at least 25 years old.
Children:  No limitation regarding children already in the home.
Travel: Currently the number of trips varies from 1-2 trips on a region-to-region basis, although we work primarily in regions requiring two trips. The length of your stay will depend upon that specific region. Some regions are one-trip regions, in which both parents need to travel one time to meet their child and attend court. Most regions are two-trip regions, in which only one parent is required to travel the first time (for 3-7 days) to meet the child, with the second trip (7-10 days) having both parents travel and appear in court to finalize the adoption.
Time Frame:  The majority of our parents are able to complete their adoption in 9-11 months from start of the homestudy.  However, the timeframe for any adoption depends on several factors, including how quickly you are able to complete your paperwork, the region your child is in, and how fast you receive USCIS approval.  

Referrals:  Referrals of children are made upon submission of completed paperwork, or completion of a mini-dossier.

USCIS I-600A Filing Fee Increase Information:

Effective July 30, 2007, the filing fee for the I600A application will increase to $750 (including biometrics for one person) plus $80 biometric fee for each person 18 years of age or older living with you. Applications postmarked on or after July 30 must be accompanied by the new fee.

This is a deposit only! $200 will be returned to you each time your licensed social worker submits one of the four reports to IAN as required by Russian adoption authorities.
Costs not included in the Program Fee: The adoptive family will be responsible for all fees and expenses associated with the adoption. The above fee schedule represents all of the professional fees to be paid to IAN plus many others you can expect to pay to third parties throughout the process.  It is not an inclusive list and other miscellaneous costs may include, but are not limited to, all travel expenses, dossier preparation, homestudy and post placement reports in your home state. Fees for obtaining birth, marriage, divorce, and other certificates; physical exams for parent(s) and child(ren); notarization, apostille and legalization fees; long distance phone calls; express mail and other courier fees; Visa and Passport fees; USCIS Service fees; Colorado Department of Human Service fees for Colorado families; air fare; accommodations and meals and expenses in another country; validation/ re-adoption court fees in the U.S., fees for birth certification and naturalization fees and other expenses. Fees are subject to change without notice.
