Ukraine Adoption Program

Children Available

Age:  Children are available 13 months and older, but few children, especially healthy children, are available under 5 years of age. Sibling groups are available and there is a reduction in fees for a sibling *see below under fees.

Gender:  Both boys and girls are available for adoption. First time parents should be flexible in regards to gender selection.

Health: Most children are healthy or have special needs, but delays due to institutionalization are to be expected.
Adoptive Parents Requirements
Marriage:  Married couples may adopt. Couples should be married at least one year. A previous divorce for a parent is allowed. Individual considerations can be discussed with your agency representative.
Age:  Adoptive parents must be at least 21 years of age. Age difference between adoptive parents and adopted children should not exceed 45 years.
Children:  No limitation regarding children in the home.
Travel:  Only one trip of 3-5 weeks to Ukraine is required for the adoptive parents. Both parents must travel in person to identify their children and to attend the court hearing.
Time Frame:  It takes 3-4 months to complete your family assessment, dossier and to receive your USCIS approval. It takes about 5-7 months from the time we receive your completed dossier until the time you travel.

Referrals:  Children are selected in person in Kiev from the database of photos and information at the National Adoption Center in Kiev.

USCIS I-600A Filing Fee Increase Information:

Effective July 30, 2007, the filing fee for the I600A application will increase to $750 (including biometrics for one person) plus $80 biometric fee for each person 18 years of age or older living with you. Applications postmarked on or after July 30 must be accompanied by the new fee.

ADOPTION PROCESS

Begin homestudy
File I-600A with USCIS
Begin dossier
Complete homestudy, dossier and receive I171H from USCIS
Dossier sent to Ukraine for translation and to petition for adoption
Family receives letter of invitation from SDAPRC to come and select/adopt a child
Family travels for appointment to view available children
Family selects child and travels to orphanage to meet child and begin adoption
Court date scheduled approximately two weeks later
14+ days later the court finalizes the adoption
Final adoption papers submitted to US Embassy for child’s Visa.  Approximately 20 days later the Passport will be issued for the child.
Family receives visa and returns home with child!

For adoption of an additional child, increase the fee by $1500 or more, per child, depending upon several factors such as location of second child and expenses that are incurred on behalf of the second adoption. These fees will be payable to the facilitator in Ukraine.

Homestudy Service  
Family Assessment $1,200
Homestudy Service - You will be required to complete a homestudy with a licensed agency in your state. IAN will assist you in locating a licensed agency.
Post-placement services $1,200
For first six months of post placement visits, plus three visits/reports at 12, 24 and 36 months to comply with Ukraine regulations.  
Post placement reports
For out of state families they are to be conducted by a licensed social worker/agency in your state.  Additional post placement reports conducted by a licensed agency are required by Ukraine at 12, 24 & 36 months.

Airfare per person (depends on the carrier, the season) $1,000 - $2400 +/-

Costs not included in the Program Fee: The adoptive family will be responsible for all fees and expenses associated with the adoption. The above fee schedule represents all of the professional fees to be paid to IAN plus many others you can expect to pay to third parties throughout the process.  It is not an inclusive list and other miscellaneous costs may include, but are not limited to, all travel expenses, dossier preparation, homestudy and post placement reports in your home state. Fees for obtaining birth, marriage, divorce, and other certificates; physical exams for parent(s) and child(ren); notarization, apostille and legalization fees; long distance phone calls; express mail and other courier fees; Visa and Passport fees; USCIS Service fees; Colorado Department of Human Service fees for Colorado families; air fare; accommodations and meals and expenses in another country; validation/ re-adoption court fees in the U.S., fees for birth certification and naturalization fees and other expenses.
