Uzbekistan Adoption Program

Children Available

Age:  Children are available 6 months up to 14 years of age. Two unrelated children may be adopted at once and sibling groups are available.

Gender:  Both boys and girls are available for adoption.

Health: Children are generally healthy. The children available for adoption are housed in government run orphanages.
Adoptive Parents Requirements
Marriage:  Only married couples may adopt (10/2007). Couples should be married at least one year. Previously divorced individuals may also adopt. Individual considerations can be discussed with your agency representative.
Age:  The age limit of adoptive parents is at least 25 years of age and no more than 55 years of age.  Exceptions are made on a case by case basis.   Parents must be at least 15 years older than the adopted child.
Children:  No limitation regarding children in the home.
Travel:  Two trips to Uzbekistan are required for the adoptive parents. Both parents must travel in person.  The first trip is approximately 1 to 2 weeks to identify their child(ren), attend court hearing for formal referral.  Second trip is approximately 2 - 4 months later and will last for approximately 7 days. You can use an escort for the second trip.  During that trip to pick up their child(ren) and finalize the adoption.  
Time Frame:  The majority of our parents are able to complete their adoption in 9-11 months from start of the homestudy.  However, the timeframe for any adoption may vary and depends on several factors, including how quickly you are able to complete your paperwork, the region your child is in, and how fast you receive USCIS approval.  

Referrals:  You will meet your child and receive medical reports of your referral before it is formalized. Uzbekistan requires that you visit with your child for approximately a week before you formally accept the referral.

USCIS I-600A Filing Fee Increase Information:

Effective July 30, 2007, the filing fee for the I600A application will increase to $750 (including biometrics for one person) plus $80 biometric fee for each person 18 years of age or older living with you. Applications postmarked on or after July 30 must be accompanied by the new fee.

ADOPTION PROCESS

Begin homestudy and dossier
File I-600A with USCIS
Complete homestudy, receive I171H from USCIS and complete dossier
Dossier notarized, apostilled and authenticated by the Uzbek Embassy in the United States. 
Dossier sent to Uzbekistan for translation into Uzbek or Russian.  It is submitted to the Ministry of Education in Uzbekistan for authentication.
You receive a referral for a child in a particular region.  You travel to that region to formally accept your child.  That is your first trip of 7 to 10 days
The Mayor of that region or city approves and signs off on the paperwork.  Once that signature is received, your adoption is approved.  The paperwork will take approximately 2 to 4 months.
The second trip of 7 to 10 days is to pick up your child. You will then travel to Tashkent and apply for your child's US visa at the US Embassy.

Homestudy Service - You will be required to complete a homestudy with a licensed agency in your state. IAN will assist you in locating a licensed agency.

For out of state families they are to be conducted by a licensed social worker/agency in your state.  Additional post placement reports conducted by a licensed agency are required by Uzbekistan at 6, 12, 24 & 36 months.

Costs not included in the Program Fee: The adoptive family will be responsible for all fees and expenses associated with the adoption. The above fee schedule represents all of the professional fees to be paid to IAN plus many others you can expect to pay to third parties throughout the process.  It is not an inclusive list and other miscellaneous costs may include, but are not limited to, all travel expenses, dossier preparation, homestudy and post placement reports in your home state. Fees for obtaining birth, marriage, divorce, and other certificates; physical exams for parent(s) and child(ren); notarization, apostille and legalization fees; long distance phone calls; express mail and other courier fees; Visa and Passport fees; USCIS Service fees; Colorado Department of Human Service fees for Colorado families; air fare; accommodations and meals and expenses in another country; validation/ re-adoption court fees in the U.S., fees for birth certification and naturalization fees and other expenses.
