Children Available

Age:  Children are typically 4 - 12 months or older at the time of referral.  Older children are also available.

Gender: Both boys and girls are available for adoption.  Boys are more numerous and parents adopting infant girls should expect to wait longer.  

Health:  Children are generally reported as healthy, but prematurity and low birth weight is common (due to maternal malnutrition).   Children are placed in small provincial orphanages where they are cared for until the adoptive parents pick them up.  The orphanage provides medical check-ups and vaccinations.  Special needs children are also available for adoption.  Very little information about the birthmother/birth family is obtainable or available.
Adoptive Parents Requirements
Marriage:  Single heterosexual individuals and married couples may adopt.  Generally couples should be married for 2 years.  Previously divorced individuals may adopt as long as they do not have more than two divorces each.
Age:  Vietnam requires that the adoptive parents be at least 20 years older than the child they are adopting.   Adoptive parents under 50 are permitted to adopt an infant.  Adoptive parents over 50 can adopt an older child (average age of 3 years +).  Exceptions occasionally are made on a case by case basis.
Children:  Adoptive parents that already have five or more children will be considered on a case-by-case basis, but some regions of Vietnam may not allow adoptions by large families.   Families with no children must be open to any gender of the child being referred.  Families with children are permitted to specify gender.
Travel: Vietnam now only requires one trip to Vietnam for 2 - 3 weeks.  Only one parent is required to make the trip, but both parents are highly encouraged to travel.
Time Frame:  With the new adoption laws in Vietnam (2005), it is not possible to give an accurate account of the average time frame.  Average time from referral to travel though appears to be 3 to 4 months.

Referrals:  Average age at placement for a Vietnamese infant is 12 - 15 months.

USCIS I-600A Filing Fee Increase Information:

Effective July 30, 2007, the filing fee for the I600A application will increase to $750 (including biometrics for one person) plus $80 biometric fee for each person 18 years of age or older living with you. Applications postmarked on or after July 30 must be accompanied by the new fee.

File I-600A with USCIS
Complete homestudy, receive I171H from USCIS and complete dossier
Dossier sent for authentication.
Dossier sent to Vietnam for translation.
Dossier presented to People's Committee for approval.
Dossier sent to Ministry of Justice for approval.
Referral received.
Go to court for finalization of adoption.
Giving and Taking ceremony.
Hanoi for Visa
Travel home with child.

Homestudy Service - You will be required to complete a homestudy with a licensed agency in your state. IAN will assist you in locating a licensed agency.
Post-placement services $1,400
IAN requires 3 post placement visits/reports for all adoptive families using our program within the first year.  IAN conducts the post placement services for Colorado families only.

For out of state families they are to be conducted by a licensed social worker/agency in your state. 
Costs not included in the Program Fee: The adoptive family will be responsible for all fees and expenses associated with the adoption. The above fee schedule represents all of the professional fees to be paid to IAN plus many others you can expect to pay to third parties throughout the process.  It is not an inclusive list and other miscellaneous costs may include, but are not limited to, all travel expenses, dossier preparation, homestudy and post placement reports in your home state. Fees for obtaining birth, marriage, divorce, and other certificates; physical exams for parent(s) and child(ren); notarization, apostille and legalization fees; long distance phone calls; express mail and other courier fees; Visa and Passport fees; USCIS Service fees; Colorado Department of Human Service fees for Colorado families; air fare; accommodations and meals and expenses in another country; validation/ re-adoption court fees in the U.S., fees for birth certification and naturalization fees and other expenses. Fees are subject to change without notice.
